Here is my inspiration page for you.
and some details:
1) Cut a round shape out of a 12x12 paper. I used a big circle as a template.
2) Use a border punch to create lots of stripes of borders. I used a Martha Stewart punch.
3) Ink all the edges and crumble the stripes of borders.
4) Use some type of paper tape (that you can machine stitch through) for exampel washi tape and mount the stripes around the round shape. Overlap between the stripes and put the tape on the back side.
5) Put a cord on the edge and machine stitch over the cord.
6) Tie a rosette . Now you are ready with the base. Just add photos and decos.
